A metro that crosses a state line

The Chattanooga TN-GA metro is six counties. Three are in Tennessee: Hamilton, Marion and Sequatchie. Three are in Georgia: Catoosa, Dade and Walker. Half the metro by county count sits under a different state's licensing regime, twelve miles from downtown.

On ACS 2020–2024 five-year estimates the city records a median year of construction of 1976, 57.6% single-family detached, 52.4% owner-occupancy and median household income of $64,523. The metro reads 1983, 70.4% detached, 68.2% owner-occupied and $72,161.

Climate is cooling-led rather than heating-led here, at 3,239 heating degree days against 1,744 cooling. That is the mildest heating load of the three Tennessee metros.

THE LOCAL DETAIL THAT MATTERS

Cross the state line and the licence requirement inverts

Hamilton County is one of nine Tennessee counties requiring a state Home Improvement Licence for residential work from $3,000 to $24,999, and the scope names roofing and fencing explicitly. Marion County, also in this metro, is on the same list of nine. Sequatchie is not.

Georgia runs the opposite pattern. Its Secretary of State licenses conditioned air, electrical and plumbing contractors under O.C.G.A. 43-14-8 with no dollar threshold at all, and its Residential and General Contractors board publishes a specialty policy statement placing roofing and fencing outside state licensure entirely. Residential remodeling above $2,500 needs a Georgia residential contractor licence.

So a Chattanooga roofer needs a Tennessee licence above $3,000 and needs nothing at state level in Rossville. A Chattanooga HVAC or electrical contractor faces the reverse: a $400 service call in Hixson triggers no state licence, and the same call across the line in Catoosa County requires full Georgia licensure. Any service-area map drawn here without that boundary on it is a compliance problem waiting to be found.

THE PERMIT DETAIL

Thirty per cent, and the rebate gate

The City of Chattanooga Land Development Office enforces the 2018 International codes with the 2023 NEC, adopted 28 February 2023 and mandatory for new plans from 26 May 2023. Unincorporated Hamilton County enforces the 2018 codes with the 2020 NEC, adopted 15 September 2021 and effective 1 January 2022. Two electrical code cycles, one metro. The State of Tennessee inspects neither: Hamilton County is listed as exempt from the state electrical programme.

City ordinance 13660 of 6 April 2021 defines a steep slope as 30% or more and requires vegetative replanting where residentially zoned land on that grade is disturbed, on a sliding scale by lot size. On Signal Mountain, Lookout Mountain, Missionary Ridge and the North Shore that turns excavation, drainage, retaining wall, pool and fence-line work into a landscape obligation reviewed before the permit issues.

EPB is the municipal utility and a TVA local power company, and publishes rebates of $800 or more per HVAC system, $300 per ductwork system, up to $800 for insulation and $300 for envelope air sealing. As with Knoxville, only a Quality Contractor Network member can deliver them, and from 1 October 2024 the claim must be initiated within 90 days of completion.
