Consolidation makes the city look like a county, because it is one
Jacksonville consolidated with Duval County in 1968, and the charter states that its jurisdiction runs throughout the county. The city covers 747.3 square miles of land against the county's 762.6. The 15-square-mile difference is four separate municipalities, and section 3.02 of the charter says plainly that Jacksonville may not exercise municipal power within them.
That structure changes every housing figure. On ACS 2020–2024 five-year estimates the city records 59.2% single-family detached and 57.6% owner-occupancy, against Miami city's 22.4% and 30.8%. Jacksonville city is 2.6 times as detached and 1.9 times as owner-occupied as Miami city, because its boundary is a county rather than an urban core.
The city-to-metro gap is correspondingly small: 4.5 points on detached share and 8.9 on ownership, against Miami's 18.6 and 29.7. Median household income is $69,872 in the city and $79,643 across the five-county metro. Targeting the city here works, where in Miami or Columbia it would waste most of the budget.
One county, two design wind speeds
Jacksonville is not in the High-Velocity Hurricane Zone, which covers only Broward and Miami-Dade. What applies instead is a split the city draws through its own territory.
The City's window and door replacement worksheet, revised 3 April 2026, sets 125 mph west and 130 mph east of a demarcation line that runs up the centre of the St Johns River to Interstate 95 at the Fuller Warren Bridge, and then north along I-95 to the county line.
Wind-borne debris status is a separate question and it moved recently. The 8th Edition code adopts ASCE 7-22, which replaced the older one-mile-from-the-coast test: above 140 mph a site is in the region regardless of exposure, and between 130 and 140 mph only where an Exposure D condition exists at the waterline. Eastern Duval sits at 130 mph, so debris-region status there is site-specific rather than countywide, and it is a question for the building official on the address rather than an assumption.
Four separate counters inside one consolidated county
The City of Jacksonville Building Inspection Division issues permits across the consolidated government, with separate fees for electrical, plumbing and mechanical work. Codes are the Florida Building Code 8th Edition together with the 2020 National Electrical Code.
Jacksonville Beach, Atlantic Beach and Neptune Beach each run their own building departments, and Baldwin is the fourth municipality outside city jurisdiction. A company working the beaches is working a different counter from the one it uses ten miles inland.
On storm exposure, read the record carefully. Duval logged 35 distinct hail dates and 10 tornado dates across 2015 to 2024, and not one of those records carries a non-zero property damage figure. That is a reporting convention rather than a finding: the local office zero-fills the field. The only material figure in the decade is $10.0 million against coastal Duval for Hurricane Dorian in September 2019. Hurricane Irma's Duval records all read zero despite a recorded storm tide near three feet above mean higher high water at Mayport. We give the dates and decline to total the dollars.
