Pulled on one table and one vintage, ACS 2020–2024 five-year estimates, the four large Texas metros line up like this on median household income: Austin-Round Rock-San Marcos $100,431, Dallas-Fort Worth-Arlington $90,275, Houston-Pasadena-The Woodlands $82,168, San Antonio-New Braunfels $76,213.
San Antonio is last, and 24% behind Austin. The counterweight is on the next two tables. San Antonio-New Braunfels has the highest single-family detached share of the four at 66.1% and the highest owner-occupancy at 63.3%. Lower income, and the densest concentration of the asset every home-service business actually sells into.
The city and metro split is wide here too: the city reads 1985 median year built, 52.2% owner-occupancy and $65,056 income against the metro's 1993, 63.3% and $76,213. Older housing and thinner budgets in the city, newer and wealthier around it.
The city registers the trades the state will not license
Texas licenses HVAC and electrical through TDLR and plumbing through the Texas State Board of Plumbing Examiners. Roofing, fencing and general remodeling appear nowhere on TDLR's list of regulated industries, which is why the national shorthand says Texas does not license them.
Inside the San Antonio city limits that shorthand is wrong. City Code Chapter 10 section 10-115, adopted 30 January 2025 and effective 1 May 2025, requires anyone performing residential construction or home improvement work in the city to work under a registered contractor holding a valid home builder registration card. The chapter's definition of home improvement names roofs and fences explicitly.
It carries teeth. Home improvement registration requires at least $300,000 per occurrence and $600,000 aggregate liability cover, home builder registration requires $1,000,000 aggregate, and in both cases the City must be named as certificate holder. A San Antonio company writing “licensed and insured” for roofing or fencing is describing something the state does not issue, and skipping the thing the city does.
Bexar County states it has no authority over residential work
Inside the city, Development Services issues residential permits under the 2024 International codes, adopted 30 January 2025 and effective 1 May 2025, with the 2021 IECC and the 2023 NEC. A residential re-roof permit is $25 and a residential fence permit is $25.
Outside it, the Bexar County Fire Marshal's Code Enforcement section says in its own words that “the County does not have legal authority to regulate residential construction, conduct residential construction inspections, or issue a residential Certificate of Occupancy.” County permits apply to commercial, publicly accessible and multi-family work.
That is a hard regulatory cliff at the city limit, and it runs in the opposite direction from the registration rule above. City work needs registration, insurance minimums and inspection. The same job in unincorporated Bexar needs none of the three. Both facts belong in how a company here describes itself.
