Advertising plumbing is itself a regulated act

The Texas Plumbing License Law, Occupations Code Chapter 1301, contains a clause that most marketing copy is written in ignorance of. Section 1301.351(a-2) reads: “A person that advertises or otherwise offers to perform or provide plumbing must secure the services of a responsible master plumber.”

Read that as written. The obligation attaches to the advertisement, not to the job. A company running ads, a website or a Google Business Profile offering plumbing in Texas needs a responsible master plumber secured before any work is sold, and a lead-generation site that offers plumbing without one is exposed on the same clause.

Section 1301.351(a) separately requires anyone engaging in plumbing to hold the proper licence and work under supervision. Licence types run Tradesman Plumber-Limited, Journeyman, Master, and Plumbing Inspector, with endorsements. The board is subject to the Texas Sunset Act and the chapter expires 1 September 2033 absent renewal.

The permit requirement stops at the city limit

Inside Houston, Public Works Building Code Enforcement issues plumbing permits and contractors must register their state licence with the City before pulling one.

Outside it, the Harris County Office of the County Engineer publishes 56 permit types for the unincorporated area, and none of them is a plumbing permit. The same repipe that needs a permit and an inspection in Houston may need no county permit at all in Spring, Cypress, Atascocita or Channelview.

Houston has no zoning map to make that boundary legible, so a company whose service area straddles it needs a jurisdiction check before the quote rather than after. That is a real operational difference and it is worth saying plainly to customers, because it changes what they are buying.

THE DEMAND PICTURE

An old city inside a much newer metro

The city of Houston records a median year of construction of 1981 against the metro's 1992. A 1981 median puts a large share of city housing into cast iron drain lines and galvanised supply, where a metro built a decade later mostly is not.

The city is also majority-renter at 42.0% owner-occupancy against 61.2% across the metro, and 43.0% single-family detached against 62.6%. Emergency and repair work concentrates in the city; replacement and repipe work concentrates outside it.

The floodplain rules matter here too. Post-Harvey amendments effective 1 September 2018 require new and substantially improved structures in the 100-year and 500-year floodplain to be elevated to the 500-year flood elevation plus two feet, and floodplain development permits come from a different office than the trade permit counter.
