No state roofing licence, and a statute that governs the paperwork instead
Texas does not license roofing contractors. The Department of Licensing and Regulation's published list of regulated industries carries more than forty programmes, including air conditioning, electricians, water well drillers and mould assessors, and no roofing programme appears among them.
What Texas regulates instead is the insurance-funded contract. House Bill 2102 of the 86th Legislature, effective 1 September 2019, added Insurance Code Chapter 707 and amended Business and Commerce Code section 27.02. Any contract reasonably expected to be paid wholly or partly from property insurance proceeds, priced at $1,000 or more, must carry a statutory notice in 12-point boldfaced type.
The teeth are in the second half. Knowingly helping an insured pay or avoid their deductible is a Class B misdemeanor. Any offer to waive, absorb, cover or rebate a deductible is a criminal exposure rather than a marketing choice, and that language still appears in roofing advertising across the state.
No zoning, and a boundary the permit follows anyway
The City of Houston states plainly on its own development pages that it does not have zoning. Development runs through Chapter 42 subdivision rules instead.
The permit boundary is still real. Houston Public Works issues building permits inside the city; the Harris County Office of the County Engineer publishes 56 permit types for the unincorporated area. Without a zoning map to make the city limit legible, a company working both sides needs a jurisdiction check before quoting.
On storm exposure, the record is thinner than the market assumes. Harris County logged 149 hail reports across 2015 to 2024, and those are individual reports rather than distinct storms. The database holds no Harris County record for Hurricane Beryl at all. Any roofing pitch built on a database storm count here is built on a count that misses a hurricane.
City and metro are different roofs
The city of Houston records a median year of construction of 1981 and the metro 1992. Single-family detached is 43.0% of city units against 62.6% metro-wide, and owner-occupancy 42.0% against 61.2%.
For roofing that gap is the whole targeting decision. Detached, owner-occupied housing is where a re-roof is sold to the person living under it. Inside the city limits most housing is neither, so a majority of city roofing decisions run through a landlord, a property manager or a body corporate.
Median household income runs $62,894 in the city against $80,458 across the metro, roughly $17,500 apart. The same roof is a different purchase on either side of that line.
